The president has said that American lives will be sacrificed if Congress does not change FISA.
But he has also said that he will veto any FISA bill that does not grant retroactive immunity.

Like an abused spouse who finally says, “Enough,” the House Democrats stood up to the fearmongers at the White House and went on a ten-day recess without approving a FISA modification bill. The bill that the White House wants would allow surveillance to take place without a court order and would grant retroactive immunity to telecom companies. As a result, the temporary Police America Act will expire tomorrow.
